Recruitment and Selection

How does your company determine their recruitment needs? What are some of the key aspects you need to consider prior to starting your recruitment process? Do you understand today’s labour market benefits and challenges? The following are a few things you should think about when planning your recruitment/selection process:

 

  • Job Description – Do I have one for this job? Does the job description accurately reflect the company’s expectations for this position and the type of candidate that the company needs to hire?
  • Competitive Wage(s)/Benefits – How much do I need to pay to get a suitable candidate and stay competitive in the market? What is the company willing to offer to the successful candidate?
  • Employment Relationship – What type of employment relationship best suits the company needs (Full time, Part time, Contract, Temporary, etc.)? What are the benefits and challenges to the company’s preferred employment relationship(s)?
  • Talent Pool – Where does the company find the candidates willing and able to fulfill the job requirements? Will the company need to tailor their expectations based on the available talent?
  • Cost – Does the company have a recruitment budget? How much time will it take to recruit a successful candidate? How will the recruitment process affect management time, production, quality service, payroll, employee relations, etc.?
  • Training – What training is the company prepared to invest? Does the company have an orientation or initiation training plan to get the successful candidate integrated in the job and the company? Does the company have training dollars to get the candidate performing to expectations?

Job Matching, Placement and Incentives

The Canadian Career Academy (CCA) provides job matching and placement services to connect local employers and clients. These services are FREE to the employer as they are funded by Employment Ontario. All of our services however do have eligibility requirements for both employers and our CCA clients. If interested in any of these services, please speak with our Job Developer for specific details.

Our Services Include

Job Matching

The CCA can assist employers with their hiring needs by referring CCA clients to any current job opportunities. We use our on-line client database and recommendations from our experienced Employment Specialists/Job Developer to refer suitable clients to the employer, at no cost. The employer then can conduct an interview to determine if the client is a good fit for the position.

Job Trials

The Job Trial service allows employers to hire a CCA client for 2-4 weeks, while receiving financial incentives to reduce the costs of hiring and training a new employee.

A Job Trial can be used:

  • For an employer to assess the fit of a candidate
  • For a client to assess the fit of an employer
  • For CCA to conduct a Skills Assessment to assist the client in developing an effective action plan

Financial incentives are provided to reduce payroll costs, with the hopes of ultimately reducing the stress between the employer and the employee at the beginning of the employment relationship. The amount of financial incentives the employer is eligible for is negotiated prior to the start date of the Job Trial. The employer may be reimbursed for 50 to 100% of the employee’s wages, whereby this percentage is based on the rate of pay for the job position.

During the Job Trial, the employer is expected to provide training and supervision to the employee as a way to assess their skill set relevant to the job position. The client is expected to participate fully in the Job Trial and to adhere to the employer’s procedures, standards and expectations. The employment terms will be dependent on the reasons for why the Job Trial is being used, but it is our hopes that the Job Trial will lead to full-time, long term employment for the CCA client. The Job Developer will monitor the Job Trial and provide support to both the employer and the client by facilitating any communication concerns, skill deficiencies and general employment relationship terms.

Job Placements

When an employer is interested in hiring a CCA client, but feels the client lacks some of the necessary skills or work experience to meet their employment requirements, CCA can use a Job Placement to provide the employer with financial incentives to help offset the costs of additional training for the client. Job Placements cannot exceed 6 months and are used as a way for the employer to help the client increase their skill set so that they can meet all the employment requirements. The financial incentives are negotiated prior to the start date of the Job Placement and are typically in the form of a $4.00 or $5.00 per hour wage reimbursement, with additional monies available for approved training requirements.

During the Job Placement, the client becomes an employee of the employer and is afforded all the same rights and obligations as other company employees. In this period of time, the employer is expected to provide training and supervision to the employee, while assessing their skill set relevant to the job position. The client is expected to participate fully in the Job Placement and adhere to the employer’s procedures, standards and expectations. The Job Developer will monitor the Job Placement and provide support to both the employer and the client by facilitating any communication concerns, skill deficiencies and general employment relationship terms.

JOB RETENTION/TRAINING

CCA and the Job Developer are committed to ensuring that our clients are successful with their employment, even after the Job Trial and/or Job Placement are completed. If there is a risk that the employment relationship may not succeed, the Job Retention/Training service is available to ensure long term attachments, completion of training and advancement in the labour market. The Job Developer is available to provide both the employer and the CCA client with support to resolve any communication issues, job performance issues, etc. The Job Developer would be happy to assist in the facilitation/coaching of these resolutions and is available to help with accessing additional resources as a way to ensure workplace success.

VOLUNTEER OPPORTUNITIES

We encourage CCA clients to volunteer and build upon their skills and experience, especially when returning to work after some time out of the labour force or when transitioning to a new career field. We feel strongly that volunteer opportunities create value both for the client, the volunteer organization and the community. We would be happy to advertise any volunteer opportunities through our on-line job board.

Ontario Apprenticeships

There are hundreds designated apprenticeship opportunities in Ontario in four (4) sectors – Construction, Industrial/Manufacturing, Service, and Motive Power. Some of these apprenticeships are Restricted/Compulsory, which means an individual must go through an Apprenticeship program to be a licensed practitioner journeyperson. Other apprenticeships are Unrestricted/Voluntary, which means that an individual’s other options to access employment opportunities in their field of choice. As an employer, you know that Skills Shortage is fast approaching! Does your organization have apprenticeship opportunities that could benefit from training an individual? Brokered Incentive Agreements

This is a financial support tool negotiated with our Employment Specialists on a case- by- case basis. These agreements are simple to organize. A BIA is a financial support agreement negotiated with our Employment Specialists on a case-by-case basis.  Funding may support On Boarding needs, Job trials, Job Placements, special training needs etc. A simple phone call will quickly determine eligibility and level of need that can be supported.

Any negotiated agreement must be in place before the new employee is actually on payroll.

Canada-Ontario Job Grant

Canada-Ontario Job Grant (COJG) provides opportunities for employers, individually or in groups, to invest in their workforce, with help from the government.

The Canada-Ontario Job Grant provides direct financial support to individual employers who wish to purchase training for their incumbent employees and new hires. It is available to small, medium and large businesses with a plan to deliver short-term training to existing and new employees.

Important to know:

  • Employers may be eligible to for up to $10,000 in government support per person for training costs.
  • The training has to be delivered by an eligible, third-party trainer.
  • Employers with 100 or more employees need to contribute 1/2 of the training costs. Small employers with less than 100 employees need to contribute 1/6 of training costs.
  • Employers with fewer than 100 employees who are training and hiring unemployed participants are
    eligible for 100% of the training costs up to $15,000 per participant and are not required to make a minimum contribution to training costs for training funded through COJG.

Ontario Job Creation Partnership (OJCP)

The Ontario Job Creation Partnership (JCP) is another Employment Ontario program, but does have some different goals and uses. Upon receiving Employment Ontario approval for JCP, the employer works with the Canadian Career Academy to find a candidate that meets their requirements.

This program is aimed at supporting community and non-profit groups who need assistance in their community development work. Eligible participants (employees) who are hired under this program will benefit by a full time hands-on learning experience in a field of work that is relevant to their long term employment and career goals.

In some cases, this could be pioneering a new service or program for the community and can often lead to regular employment once the product has been established, however, by the nature of the program it is meant as a training experience. The employer is expected to allow the employed candidate time off to conduct and maintain their job search effort. Employed candidates build marketable skills in a field of work that is of relevant interest. The employing agency benefits by the development of their community programs.

Excellence In Manufacturing Consortium

Carleton Place Chamber of Commerce

They have provided supports for businesses such as: engaging in dialogue with representative at all levels of government, lobbying and representation, assisting with marketing and promotion, offered discounted training and various tools and resources.

Carleton Place Business Improvement Association

The BIA is a self-help mechanism funded through a special municipal tax, designed to assist the local downtown business area. It allows for planned programs to be developed through an annual budget contributed to, by all its members. The ongoing efforts of the BIA attract and maintain customers, clients, and shoppers in the commercial area, as well as attracting new business to the community.
